Seremban, February 16, 2026 – YBhg. Dato’ Ir. Ts. Hj. Masri bin Baharuddin, Mayor of the Seremban City Council has completed the Assembly of the Year 2026 Enforcement Division, Law & Enforcement Department (JUUP) that took place this morning. In his speech, the Mayor expressed his appreciation to the entire line of enforcers who are described as the frontline and the real face of the council in the eyes of the people. According to him, the community may not recognize the officers in the office, but the members of the enforcement are the closest and always interact directly with the community. He asserted that the rally was not just a routine event, but rather a stepping stone for a drastic change in strengthening enforcement institutions to be more respected and respected. Today's enforcement, he said, is not only focused on the spending of compound or sita action, but rather demands the ability to manage complex challenges including the issue of unlicensed invaders, parking congestion, unclean premise, structures without approval and social media pressure. The Mayor also introduced the principle of R.O.G.E.R. as the main guide of MBS enforcers:
R – Responsive: Act fast to citizens' complaints because each complaint brings great meaning to the society.
O – Objective: Perform a lawful duty without being influenced by emotions, pressure or specific interests.
G - Governance (Governance & Integrity): No compromise on corruption, abuse of power and bias. Integrity is self dignity and organization.
E – Empathy: Enforcing the law with a prudent approach, providing explanation and advice without rudeness.
R - Professionalism: Look neat, adhere to SOP, prepare a complete report and act in a team because each member is a council ambassador.
He also informed about the synergy cooperation efforts with the Corruption Prevention Commission Malaysia (SPRM) Negeri Sembilan in strengthening the corruption prevention and abuse of power agenda. In addition, the working order of enforcement members will be implemented immediately to ensure transparency and integrity continue to be maintained. At the same time, he asserted a total ban on enforcement officers to become “runner” to any party. The “No Runner” policy that has been issued by MBS aims to avoid conflict of interest as well as misconduct that can affect the reputation of the organization. Taking note of the success of the Enforcement Division throughout 2025 including in the fields of sports, innovation and society, the Mayor recorded his congratulations and hopes that such excellence continues in 2026. Ahead of the Chinese New Year and Ramadan Month Celebrations, he called for the enforcement team to always be ready and committed as the backbone of harmony and excellent governance of Seremban City. He called for all the enforcement citizens to continue to live the R.O.G.E.R concept to ensure enforcement is carried out with integrity, professionalism and prudence. Also present during this gathering was Tn. Ir. Ts. Br. Mohd Kamal bin Mohd Yusof, Secretary of MBS and Mr. Hanizam bin Ahmad Director of Law & Enforcement of MBS.
