Nilai, 24 August 2026 – YBhg. Dato’ Ir. Ts. Haji Masri bin Baharuddin, Mayor of Seremban City Council (MBS), attended the Voluntary Stray Dog Surrender Incentive Program 2026 held at the Dewan Majlis Bandaraya Seremban (Nilai Branch). The programme is one of the additional initiatives undertaken by MBS to address the issue of stray dogs and help control the dog population for the safety, cleanliness, and well-being of the community. Through this programme, a total of eight stray dogs voluntarily surrendered by members of the public to MBS were handed over to two NGOs, namely FurryKids Safe Haven and NS Happy Paws, for adoption and lifelong care. Each surrendered dog was also fitted with a microchip by MBS for identification and record-keeping purposes. The NGOs receiving the dogs are responsible for ensuring their welfare and proper care, including vaccination, neutering, and preventing the animals from being released back into public areas. Should any of the dogs be released and subsequently rescued again by MBS, the respective NGO may be subject to action in accordance with the applicable laws and regulations. For information, this programme is one of several approaches implemented by MBS to address the stray dog issue. Other initiatives include the enforcement of dog licensing requirements, regular rescue operations, a neutering incentive programme of up to **RM200** for owners who neuter and license their pet dogs, as well as collaboration with the Department of Veterinary Services (DVS) and other relevant agencies. To ensure that the programme is implemented in a controlled manner and is not misused, MBS has established eligibility requirements. Dogs that have owners, licences, identification tags, or proof of ownership are not eligible for incentive claims. A systematic surrender record system also enables MBS to identify possible illegal breeding or ownership activities should individuals repeatedly surrender dogs, thereby helping to prevent the occurrence of a **“Cobra Effect”** in the implementation of the programme. MBS extends its appreciation to the Royal Malaysia Police (PDRM), the Negeri Sembilan Department of Veterinary Services (JPVNS), NGOs, community groups, and members of the public for their cooperation and support in making this programme a success.
